Dave is a distinguished member of McGuireWoods' securities enforcement and regulatory counseling practice, where he plays a key role in shaping the firm's strategic direction in securities enforcement. Known for his deep expertise in securities law, Dave also advises on emerging issues in cybersecurity and crypto assets, offering guidance on digital assets, blockchain technology, and evolving regulatory landscapes.

Before joining McGuireWoods, Dave led one of the SEC’s largest enforcement units, expanding its focus on crypto assets and cybersecurity. He played a crucial role in significant investigations and enforcement actions, including landmark cases and policy developments. Dave was a key adviser to SEC Commissioner Caroline Crenshaw and contributed to the SEC’s rulemaking and enforcement strategies.

Prior to entering public service, Dave co-owned a private investigation firm specializing in securities fraud. This experience provided him with valuable insights into the practical legal advice needed to support businesses, giving him a deep understanding of the pressures and challenges clients encounter.

A prominent thought leader, Dave frequently speaks at industry events and contributes to legal publications on cybersecurity and crypto regulation, offering insights into the intersection of these dynamic fields.

Dave graduated from UCLA School of Law and completed a clerkship with Judge Edward J. Schwartz at the United States District Court for the Southern District of California.
